New CHIPS bill disproportionately benefits manufacturers. Companies that design and produce their own chips, such as Intel, will be able to spend additional money on building factories to boost production, but those that only design chips and fabricate them elsewhere, such as AMD, Qualcomm, and Nvidia, will not be able to see the full benefits.
