Intel raises the scythe: Staffing levels at venerable American chip giant Intel are set to decline, again, as the company preps to cut as many as 21,000 jobs. The company was recently in the news over a potential partnership with TSMC regarding its foundry business (TSMC has moved to tamp down speculation), but the impending layoffs appear more concretely likely. Intel reports earnings tomorrow, and recently sold 51% of its Altera business — field-programmable gate arrays, or FGPAs — to private equity. Intel is slimming, and refocusing; now it needs a credible chipset to compete in the AI era.

Intel is selling a 51% stake in its Altera chip unit to Silver Lake in a deal that values Altera at $8.75 billion, the companies announced. The valuation is about half the price that Intel paid to buy Altera in 2015.
Altera makes reprogrammable chips, used in some AI applications. The deal will allow Altera to become operationally independent of Intel, the companies said in their statement, although Intel will retain a 49% stake. As part of hte deal, Raghib Hussain, a Marvell executive, is becoming CEO of Altera. He had been at Marvell since 2018.
Intel CEO Lip-Bu Tan said the move “reflects our commitment to sharpening our focus.” The companies said Altera had revenues last year of $1.54 billion and a gross profit of $361 million.

Taiwan Semiconductor Manufacturing Company has pitched to Nvidia, Advanced Micro Devices, Broadcom, and Qualcomm about taking a stake in a joint venture to operate Intel’s loss-making foundry division, which manufactures chips for companies based on their designs and specifications, Reuters reported on Wednesday.

Under the proposal, TSMC would oversee the operations of Intel’s semiconductor manufacturing facilities while retaining less than a 50% ownership stake, according to Reuters.

The initiative is in response to a Trump administration request that TSMC help restore Intel as part of a broader effort to strengthen advanced manufacturing within the U.S. However, the administration doesn’t want foreign companies like TSMC to fully own Intel or its chipmaking unit, the report added.

Discussions regarding TSMC’s potential involvement have started before TSMC’s announcement last week to invest $100 billion in the U.S. to build five new chip facilities in the U.S., and have continued since.

Intel has faced significant financial difficulties in recent years. The company reported a net loss of $18.8 billion for 2024, its first annual loss since 1986. Intel’s stock price has declined by more than 50% over the past year , as the company struggles to catch up with TSMC. Intel former CEO Pat Gelsinger was forced out by the board in December.
