Temu is looking to hire U.S. government relations staffers who can make the fast-fashion giant’s case to lawmakers as it contends with the fallout from tariffs and trade talks, according to two people with knowledge of the strategy.

The move to build a team in Washington D.C. would be a dramatic shift for the low-cost seller, which has had virtually no physical presence in the U.S. since launching sales in mid-2022. The company, which claims to have an office in Boston, has mostly avoided interacting with government officials face-to-face to date. Temu’s business has been hurt by President Donald Trump’s elimination of a popular duty-free import method for direct-from-China sellers and higher tariffs on Chinese goods. Those changes prompted both Temu and its main rival, Shein, to raise their prices in the spring.

“As we continue to grow and evolve, we are always evaluating how best to advance constructive relationships with stakeholders and effectively communicate our mission to empower consumers, local businesses and communities,” Temu said in a statement. The company did not comment on whether it has leased a D.C. office or how many staffers it is planning to hire.

At the same time as Temu is looking to set up shop in Washington, its archrival Shein is pulling back from the government-influence game. Shein’s head of U.S. government relations, Kent Knutson, is leaving his full-time role at the company, Politico reported this week. Knutson will remain an adviser to Shein’s executive vice chairman Donald Tang, who led much of the company’s lobbying strategy before Knutson’s hire in 2024.
