Trump’s trade war appears to be forcing even the bitterest of enemies to play nice. Rival China-founded bargain sellers Shein and Temu—both facing new and higher tariffs—each posted a note on their websites in the past day or so telling shoppers they’re going to hike prices. Curiously, the two companies did so in nearly identical statements.

“Due to recent changes in global trade rules and tariffs, our operating expenses have gone up,” both statements say. “To keep offering the products you love without compromising on quality, we will be making price adjustments starting April 25, 2025.” Both thank shoppers “with gratitude” for being part of the respective company’s “family.” 

The statements have a few small differences—for instance, Temu says it’s “working extra hard,” while Shein is merely “working hard.” Did one plagiarize the other? What makes the similarities in the statements even more bizarre is that Temu and Shein have been locked in a very public war for years, each making claims about the other that are extreme, even for fierce rivals. 

In 2023, Temu sued Shein, alleging that it used “Mafia-style intimidation” to coerce suppliers into exclusivity agreements, including detaining them in Shein offices and seizing their phones. Shein fired back in a separate suit last year, alleging that Temu stole its designs and priced its products so low it was losing money on every sale.

Any potential cooperation or coordination between the two companies speaks to the existential threat the tariffs and trade changes represent to both their businesses—it’s hard to imagine Target and Walmart so overtly coordinating their communications to shoppers, or Coca-Cola and PepsiCo comparing notes on how to respond to regulatory changes

The Trump administration said Wednesday that it’s once again ending a trade provision that has attracted scrutiny due to companies like Temu and Shein using it to sell tariff-free Chinese goods to U.S. shoppers.

Beginning May 2, packages sent to the U.S. from China and Hong Kong and valued at less than $800 will no longer qualify for the tariff-free import provision, known as de minimis, the Trump administration said in a press release that was part of a broader package of tariff announcements. Those parcels will be subject to a duty of either 30% of their value or a flat fee of $25 per package, which will increase to $50 in June, the White House said. The administration said it’s also considering ending de minimis imports for parcels from Macau but did not mention other regions or countries.

De minimis has been critical to the growth of Chinese e-commerce firms like Temu and Shein, and has also been used by Amazon through the low-cost Haul store it introduced late last year. In February, Trump had signed a separate executive order that abruptly banned most uses of de minimis, then paused the ban after it caused several days of chaos for e-commerce companies. The new order gives companies and U.S. authorities more time to prepare.

Kash Patel, President Donald Trump’s nominee to head the FBI, owns stocks valued between $1 million to $5 million in a company that controls China-found online retailer Shein, according to Patel’s financial disclosures and lobbying and corporate records. Patel obtained the shares by serving as a consultant to the company last year.

In his financial disclosure, Patel said he worked as a consultant for a Cayman Islands entity called Elite Depot Ltd. Corporate records show that Elite Depot is Shein’s parent company.

Shein has been under regulatory scrutiny in the U.S. and other countries because of concerns about child labor, low wages and environmental waste. President Joe Biden’s administration took a key step on Friday toward restricting a loophole e-commerce companies including Temu, Amazon and Shein have been using to ship packages directly to U.S. shoppers from China without paying tariffs. 

I won’t bore you with the administrative details but the move essentially clears the way for U.S. Customs and Border Protection to bar companies from dodging tariffs on individual orders of many kinds of goods worth less than $800, including apparel, following a 60-day public comment period that began Friday. 

As with the TikTok law, the big question now is whether Trump will choose to break from Biden by reversing the move once he takes office. That would be much easier to do in this case, since the measure is based on an executive action rather than a law passed by Congress. I expect Trump is likely to view the issue as a useful bargaining chip in broader negotiations with China.
